- Monday (Jan. 27) night’s Office of Management and Budget (OMB) memo M25-13 required all federal agencies to “temporarily pause” the disbursement of federal financial assistance or issuance of new awards as of Tuesday (Jan. 28) at 5 pm.
- Agencies had until Feb. 10 to submit detailed information on any programs, projects, or activities considered not in compliance with the President’s many executive orders.
- Tuesday (Jan. 28) a federal judge issued an administrative stay until Monday (Feb. 3) afternoon in response to a lawsuit from nonprofit groups challenging the freeze. A separate lawsuit was also filed by attorneys general from 23 states.
- Wednesday (Jan. 29) OMB’s memo M25-13 was rescinded by the administration.

What Do We Know
Although the memo was rescinded, the underlying Executive Orders are still in effect and it is unclear how federal agencies will implement these orders, or what is considered permissible under application law.
We have to wait for the outcome of the cases filed and/or further guidance from OMB in order to better understand how services may or may not be impacted.

Office for Victims of Crime
Housing Assistance Grants for Victims of Human Trafficking provides $165,000 annually to support The Harbour’s transitional housing program for youth victims of human trafficking. The Harbour’s transitional housing program provides up to 24 months of supervised housing to youth ages 16-22 as they receive supportive services including financial empowerment curriculum, educational and employment support, counseling, and connection to legal assistance.
Skokie CDBG and Schaumburg CDBG
The Harbour also receives HUD CDBG funding from villages such as Skokie and Schaumburg to support critical renovation needs at our transitional housing sites.

The Basic Center Program (BCP) provides $250,000 to support The Harbour’s collaboration with community partner, Shelter, Inc. to provide immediate shelter, food, clothing, and medical care to minor youth experiencing homelessness in our community.
Housing & Urban Development (HUD)
Cook County Community Development Block Grant (CDBG) and Emergency Solutions Program (ESG)
Cook County receives HUD, CDBG & ESG funding, of which The Harbour receives $50,000 annually in support of our emergency shelter services. These funds help ensure 24/7 staffing to youth in the shelter to provide supervision and guidance.
Federal Emergency Management Agency (FEMA)
Emergency Food and Shelter Program
The Harbour receives approximately $20,000 annually in support of shelter and transitional housing services to youth experiencing homelessness.
